An Act to authorize and appropriate one million five hundred thousand dollars ($1,500,000) to the Health Benefit Plan Fund out of the Permanent Fund; to direct one million five hundred dollars ($1,500,000) in 2014 carryover funds be placed in the Permanent Fund; and to establish an alternate effective date.
