General Description
The Osage Nation will receive qualifications for Petroleum Engineering/Project Manager services for managing duties related to the Orphaned Well Plugging Program.
Duties & Responsibilities
- Provide professional and technical support, making recommendations relevant to oil and gas plugging operations for the Orphaned Well Program.
- Reviews applications for permits to plug, ensuring that abandoned wells are properly plugged and that plugging designs will protect the environment from hazardous materials.
- Acts as project manager for the Orphaned Well Program by identifying the project's goals, objectives, and scope to create a project plan that outlines the tasks, timelines, and resources required.
- Provide guidance and expertise to staff with questions and problems related to drilling operations; collaborates with engineering and technical staff to address design, research, and testing problems; is responsible for the generation of scientifically based tribal regulations and policies; is responsible for the monitoring, reviewing, interpreting, and administering federal and tribal regulations and policies as they pertain to environmental or natural resource matters; coordinates departmental activities such as database management, GIS, GPS or other departmental functions; must have a thorough understanding of regulatory requirements; oversee timely fulfillment of permitting; review and analyze historical well records; must have a thorough understanding of downhole equipment and conditions; establish, implement, and audit safe work practices; collaborate with varying service providers; prepare well-specific technical procedures and cost estimates; provide daily technical support and oversight of field operations; perform detailed cost tracking and auditing; manage program budgeting and scheduling; develop review process for various phases of design; report on daily/weekly operational status and metrics; spearhead DOE communications; and occasionally travel to field locations.
